 New School in Carrot River 

Website- New Carrot River School Updates

   DETAILS: 

• Expected opening date is February 2024. 
• The total size of the new school will be approximately 5,330 square meters on the site of the existing Carrot River Junior Senior High School.
• The Ministry of Education of the Province of Saskatchewan will provide funding for approximately 4,300 square meters.
• The North East School Division and the community of Carrot River are extremely thankful to the donor that provided funding to increase the size of the school by 200 square meters to allow for the addition of a welding lab and also increase the size of the performing arts/small gym.
• With the exception of the gym, the Carrot River Junior Senior High School will be demolished. The gym was built in 2005 and will be part of the new school.
• The new school will be a kindergarten to grade 12 school, replacing the Carrot River Elementary School and the Carrot River Junior Senior High School.
• The Carrot River Elementary School and the Carrot River Junior Senior High School will both be operating during construction until the new school has been completed.

Washroom drawings

When planning the washroom space for the new Carrot River school, the NESD followed best practice in universal washrooms design.  The single-user (full door and wall), multi-stall, and open sink space design ensures students have privacy concerns met while supporting supervision of the open sink area.  This design has been utilized for both the elementary and high school washrooms. 

The NESD has a Board Vacancy in Subdivision No. 2: Arborfield, Carrot River and areas, and will be having a By-Election.

Good morning NESD families,  

As we prepare to welcome students back to the classroom after this Labour Day weekend, we do it with heavy hearts. All of Saskatchewan is mourning the loss of the lives that were taken this past weekend during unthinkable attacks. Our thoughts and prayers go to our neighbors from James Smith Cree Nation and Weldon communities to those families who are suffering the loss of a loved one and to those who were injured. 

We know you may be talking to your children about the events of the past weekend, and we will have staff available to speak to any students who need support in processing the news of these events. 

With one suspect still at large, we will be hyper vigilant in maintaining the safety of students, teachers, and school staff. We will continue to be in close contact with the Ministry of Education and local authorities about the situation, and we will inform you if the situation changes within our schools.

On Friday September 23rd, Premier Scott Moe and Carrot River Valley MLA Fred Bradshaw joined students, staff, School Community Council Chairs and representatives of North East School Division to celebrate the official beginning of construction on a new school that will replace and consolidate Carrot River Elementary and Carrot River High schools.

The new school project will attach to the existing high school gym, which was constructed as an addition to the current high school in 2005. Construction is being led by Saskatchewan-based company Wright Construction and is expected to welcome students in early 2024 with an estimated cost of $28.4 million of which the government is contributing $25.7 million. The remaining costs are being contributed by the community and the school division.

“The growth we are experiencing in our economy allows us to make important investments in services and infrastructure,” Moe said. “This new school in Carrot River is just one example of growth that works for everyone.”

The approximately 4,400 square metre facility is just over half the size of a CFL football field, accommodating up to 400 students from Kindergarten to Grade 12. The new school will be a modern facility featuring state-of-the-art classrooms and will feature an expanded Practical and Applied Arts area with funding from the community and the school division. The new school will be built onto the existing gymnasium of the high school that was built in 2005.

"I would like to thank the Government of Saskatchewan and Premier for the investment in our new Carrot River school," North East School Division Board Chair Kevin Graham said. "We look forward to the school opening and all of the ways the new facility will support the programming and learning opportunities for our students in years to come."

Notice of Intention to Review grades K-12 at Arborfield School in Arborfield, Saskatchewan

That pursuant to Sections 55 and 57 of The School Division Administration Regulations, the Board of Education for the North East School Division No. 200 of Saskatchewan gives notice of its intention to review the viability of Grades Kindergarten to Grade 12 at Arborfield School, Arborfield, Saskatchewan.

And further, per Board Policy 114, take notice that the Board’s review criteria are if a school’s enrolment in the next academic year is projected to be less than 88 for a K – 12.

and any one or more of the following criteria apply to the school:

a.    If there are projected to be three or more grades, or more than three simultaneous course offerings in a classroom

b.    If the projected enrolment would leave fewer than two students in a grade

c.    If the projected enrolment is such that staffing allotment by formula will require consideration of more than triple grading.

d.   If the structural integrity of the school building presents safety or other concerns that would require a significant capital expenditure.

That pursuant to section 59 of The School Division Administration Regulations the Board establishes a School Review Committee for Arborfield School to consist of the following members:

1. four individuals appointed by the School Community Council of Arborfield School but not including a teacher or principal appointed by the School Community Council;
2. two individuals appointed by the Town of Arborfield 
                     i.   One of whom is an elected member of the town; and

                            ii.   One of whom is not an elected member but is a resident of the town of Arborfield.

c. excluding the municipality mentioned in clause (b) two individuals jointly appointed by the following municipalities:

1. 1. Rural Municipality of Arborfield No. 456, Rural Municipality of Bjorkdale No. 426, Rural Municipality of Connaught No. 457, and Rural Municipality of Moose Range No. 486:

Board Policy 114: 4: Criteria for School Review

A school’s viability may be reviewed if (a) and any one or more of the following criteria apply to
the school:

1. As outlined in Section 56(2)(b) of The School Division Administration Regulations,
   projected enrolment for the school under review for the following school year is
   less than:

(vii) for a school offering kindergarten to Grade 12, 88 pupils.

Arborfield School’s enrolment

•  as of September 14, 2022, is 65 pupils
•  2023‐2024 projection is 67 pupils

b. If there are projected to be three or more grades, or more than three
simultaneous course offerings in a classroom.
Arborfield School– Yes (grade K/1/2, 7/8/9, 10/11/12)

c. If the projected enrolment would leave fewer than two students in a grade.
Arborfield School – Yes (grade 8, 11, 12)

d. If the projected enrolment is such that staffing allotment by formula will
require consideration of more than triple grading.

In Arborfield School, triple grading is maintained with the application of a 13:1
pupil/FTE formula in comparison to a 23:1 formula in larger schools.
Additional support is given through courses provided by the NESD grade 10‐12
Online School teachers.

e. If the structural integrity of the school building presents safety or other concerns
that would require a significant capital expenditure. (ie. Facility Condition Index,
Independent Engineering Report, Ministry Facility Audit).

Ameresco Canada, a company specializing in facility assessment services,
assessed the conditions of all NESD schools in 2015. This fall, an assessment of
the condition of the schools at NESD will be completed once again for more
current data.

The estimated cost of deferred maintenance for Arborfield School as of 2015
was $2,737,500

On November 22, 2022 the North East School Division Board of Education held their Organizational Meeting.  

For the 2022-2023 school year: 

• Board Chair is Kevin Graham, City of Melfort.
• Board Vice-Chair is Marla Walton, Town of Nipawin.

Background

On September 29th, 2022, the Board of Education of the North East School Division passed motions to consider grade discontinuance or closure of Arborfield School. The school was identified for review based on Board Policy.

The School Review Committee Report to the Board of Education

The School Review Committee consists of four members of the school community council, two people appointed by the town of Arborfield and two people appointed by the council of municipalities.

Over the last few months, the Committee shared information and gathered feedback from the community.  On January 10^th, 2023, the School Review Committee shared the community feedback with the Board of Education.  The Board of Education would like to extend appreciation for the work of the committee.

Next Decision

During the January 27^th, 2023, Board Meeting (originally schedules for January 17^th), the Board of Education will move to suspend the review or to continue to consider school closure or grade discontinuance.  If the Board decides to suspend the review, the school review process will be considered completed.

Additional Family and Student Feedback Request

In addition to the community feedback presented by the Review Committee on January 10^th, the Board of Education is seeking additional input related to current and future Arborfield student high school experiences.  Families who have students in the Arborfield catchment are asked to complete a short survey.  Grade 7-12 students will also be asked to complete a short survey.  The survey will close on Monday January 16^th at 9:00 PM.

Mrs. Anthony’s grade 6 class from Wagner School made keychains for the maintenance men that came to Wagner and worked hard to get the school clean and ready for students after the vandalism. As a community give back project the students felt these people needed to be recognized and appreciated!!

Notice of Intent to Change School Attendance Area Boundaries

Under authority of Section 85(1)(i) and Section 122(1) of The Education Act, 1995 the Board of Education made the following motion at their meeting held on May 30, 2023:

That beginning with the 2023-2024 school year, the attendance area for Arborfield School of the North East School Division No. 200 will be allotted to the Carrot River attendance area for grades 7 to 12 in accordance with the map and land locations described on our website at www.nesd.ca.

And that the proposed changes will be communicated in local area papers and correspondence will be sent to the affected families;

And that the Board will be accepting written submissions and/or delegations sharing any concerns about the proposed changes at the June 20, 2023 Regular Board Meeting.
